How do you scale a successful public pilot without falling into the 'pilot trap'? You simulate the future. We are pleased to announce the publicly released results of the Digital Kiosks project (Interreg North Sea Programme), where VDMbee Strategyplanner served as the core strategic simulation and business scenario analysis solution. This work was a true collaboration with our esteemed partners, and we extend a special thanks to Ghent University (Faculty of Economics and Business Administration), the City of Gothenburg, and the municipal housing company Familjebostäder (FB) for their dedicated partnership. We also acknowledge Prof. Geert Poels and his team at UGent, who led the development of the rigorous modeling methodology. Cities and housing providers often struggle to scale access-economy pilots (like sharing stations) due to complex organizational, funding, and risk challenges. Our simulation methodology was built to solve this. Strategyplanner's role was to make the scaling decision visible by: ➤ Modeling the Ecosystem: We mapped the project as a value network of sixteen interdependent roles, recognizing that scaling changes who holds which role, not just the service itself. ➤ Testing Operating Models: We simulated three structurally distinct alternatives—Public Utility, Public-Private Partnership, and Fully Outsourced—over a ten-year horizon. ➤ Measuring Four Outcomes: Instead of a single bottom line, we computed Cost, Profit, User Satisfaction, and Public Value side-by-side for every scenario. This forces a trade-off discussion where the central question becomes "which goal should lead". The result is a reusable, defensible, repeatable, and scalable framework that helps any municipality or housing provider test viability before committing budget. This project is a clear success for fact-based strategic decision-making in public innovation.
