China just enacted the world's first comprehensive environmental code! 1,242 articles, five books, replacing ten standalone statutes in one go. Effective August 2026. This isn't a pledge. This is legislative infrastructure. The Ecological Environment Code sits at the top of an architecture that now runs from codified law through central policy directives, national evaluation standards, and a functioning carbon market, all the way down to factory-floor certification metrics. Over 8,000 manufacturers, accounting for more than a fifth of China's industrial output,are already inside the Green Factory system. The question for anyone working on China's economy, EU-China policy, ESG, or cross-border supply chains: can China decouple industrial growth from emissions at this speed, or does the historical energy-GDP tradeoff still hold?
