Aleksandr Knyazev's, Azercosmos presentation, titled "Architectural Principles for Multi-orbit Satellite Networks," centers on the idea that effective connectivity in these systems arises from managing orbit selection, handovers, and ground access as a single, policy-governed system rather than just combining different satellite layers. He proposes a three-plane architecture—Service, Control, and Operational—to translate user needs into intelligent routing policies that balance the low latency of LEO, the regional continuity of MEO, and the wide-area stability of GEO. A key focus is shifting the ground segment from fixed, monolithic gateways to a cloud-native, elastic model using "Ground Station as a Service" to increase operational flexibility and resilience. Ultimately, he concludes that performance in multi-orbit networks is driven by this integrated control fabric and auditable governance across both space and ground infrastructures.
