What makes an effective action plan, and how do they evolve over time? A new analysis by Dr. Silvia Cattaneo, our Senior Advisor on IHL and Policy, examines 15 years of action plans under the Convention on Cluster Munitions (CCM), from Vientiane (2010) to Dubrovnik (2015) to Lausanne (2021), tracing how commitments have become more strategic, integrated, and results-oriented with each cycle.   The findings come at a critical moment: States Parties are now preparing the next plan, to be adopted by the Third Review Conference in Vientiane this September 2026. Key lessons include the importance of outlining a clear thematic structure, concise status-based framing, realistic indicators, and stronger links between actions and measurable outcomes.
