273 million children and youth are still #OutOfSchool — 1 in 6 globally. Reaching them is not only a question of access to education. It is a question of equity. The 2026 GEM Report shows that progress is possible: enrolment has increased by 327 million since 2000. But this progress has not reached everyone. As ministers of education and leaders highlighted during the report's launch — H.E. Kátia Schweickardt, Secretary of Basic Education of Brazil; H.E. Ezozkhon Karimova, Minister of Preschool and School Education of Uzbekistan; H.E. Giuseppe Valditara, Minister of Education and Merit of Italy; H.E. Samaria dos Anjos Filemon Tovela, Minister of Education and Culture of Mozambique; André Deloh, Director of Program Monitoring and Oversight, Ministry of National Education of Côte d’Ivoire; Ms. Lilas Desquiron, Permanent Delegate of Haiti to UNESCO; and Dr. Kraiyos Patrawart, Managing Director of the Education Equity Fund of Thailand — equity must be intentional, systems must adapt, and policies must reach those most in need. Across countries, the message is consistent: access expands at scale when equity is prioritized and sustained over time.
