TDX takeaway: Backup and governance are not the same thing. Backup helps you recover after something goes wrong. It's reactive. It protects against loss. Governance prevents things from going wrong in the first place. It's proactive. It protects against both loss AND theft. Here's the key difference: Even with perfect backup, if an agent exfiltrates customer data, you still have a breach. GDPR notification is still required. Fines still apply. The data is already stolen. Backup gives you recovery capability. Governance gives you control at the point of action. Both are necessary. But they're not substitutes for each other.
