Newfoundland & Labrador continues to rank highly in The Fraser Institute’s Annual Survey of Mining Companies 2025. The province ranked 7th globally on the Policy Perception Index (PPI) – a ‘report card’ to governments on the attractiveness of their mining policies – scoring 93.01 out of 100. It also ranked as the third-highest jurisdiction in Canada on the Investment Attractiveness Index (IAI). The Fraser Institute’s Annual Survey also highlighted that Newfoundland & Labrador stood out in relation to mining permitting and approvals, with 100% of exploration permits issued within six months, and 40% granted within two months.
