With the appointment of Mr Patricio Varela Laso as the new head of the FIFA Football Agent Department, we would like to take this opportunity to present several urgent changes to the system that would not require the Court of Justice of the European Union judgement on the FFAR. *** 1. A Reliable and Fair Examination System Current weaknesses of the online examination process undermine the credibility of the whole licensing. The exam must measure competence fairly, not frustrate candidates with flawed systems. - Fix the agent exam platform for the 2026 exam—if it cannot be guaranteed, avoid wasting candidates time and money. - Introduce a two-instance appeal process, starting with the Agent Department and escalating to the General Secretariat. - Refresh and clean the exam question pool by removing ambiguous or dubious items. - Provide an open test environment with sample questions available to everyone, not only registered candidates for a limited time. - Cooperate with exam course providers, ensuring accurate and up-to-date preparation materials to replace outdated and misleading resources online. 2. Fair and Secure Licensing Until the full FFAR framework is in force, the system must adapt responsibly. Agents should not bear costs for services they are not receiving, nor should they be exposed to weak digitalisation. - Reduce licensing fees until suspended provisions are resolved and essential services are provided (e.g., agent chamber). - Strengthen agents digital card security, drawing inspiration from robust national solutions like the English one of The Football Association. - Clarify the CPD course on minors duration: Explicitly include the 3-year validity in FFAR provisions rather than hiding it in explanatory notes and enclosures. 3. More Transparency The agent community deserves open processes, a direct communication channel, accessible information, and clear governance. - Opening the work of the FIFA Football Agent Working Group: Publish agendas and minutes of meetings on the FIFA website. - Reconsidering the group composition: Limit participation strictly to representatives of the agent community. - Clear governance and leadership: Define and publish rules of procedure of the group, along with naming the chair. - The agents directory: Open the database to the players, coaches, clubs, associations, fans, parents, and general public. - Update the representation agreement template in line with the suspended FFAR provisions. - Publish ALL national FAR regulations on the FIFA website. - Launch an official agent newsletter: Provide regular updates for 11,000+ licensed agents on regulatory and legal developments.
