Mandatory Inclusion Bases: Rebadging or Reforming? The DfE’s new White Paper, Every Child Achieving and Thriving, is clear: every secondary school must provide an inclusion base. However, secondary school leaders recognise that the real challenge is not merely providing a physical space, but ensuring these inclusion bases foster genuine integration and effectively receive all Year 7 pupils in September. New data from the FFT Education Datalab reveals a staggering "transition leak": > 19% of SEN Support pupils "vanish" from the records in Year 7, only for 30% of them to be re-identified later as challenges escalate. > 23% of Year 6 pupils with an EHCP move into special schools or Alternative Provision in Year 7 > 10% of EHCP pupils leave the state-funded system entirely after Year 6. To fix this, we must move beyond the physical "hub" debate and explore the Neuroscientific Frontier of Mainstream Inclusion.
