Only 28% of migrants ordered to leave the EU in 2025 actually did so. That leaves 72% stuck in legal limbo. After complex negotiations, the EU's migration return system now completes the last piece of the puzzle of the EU's greater migration system reform: - faster, simpler procedures so countries across the EU follow the same rules - persons ordered to leave are legally obligated to leave - possibility of detention in case of flight or security risks, but only if ordered by the courts or authorities - agreements with non-EU countries must guarantee safety and follow international law Parliament ensured human rights were protected while taking a firm stance against those who don’t follow the rules.
