As no-code tools, workflow platforms and AI assistants become more accessible, legal professionals are gaining new ways to solve operational problems without relying on traditional development teams. This creates significant opportunities, allowing teams to automate repetitive work, improve internal processes and respond more quickly to business needs. At the same time, a new challenge is beginning to emerge. When individuals or small teams build their own automations, workflows and internal tools, organisations can gradually accumulate technology that sits outside established governance processes. Over time, this can create questions around security, maintenance, accountability and long-term sustainability. The issue is not citizen development itself. In many organisations, it is becoming an important source of innovation. The real challenge lies in ensuring that this innovation can scale safely and remain aligned with organisational standards. The organisations likely to benefit most will not be those that restrict experimentation, but those that create clear frameworks that allow people to build while maintaining appropriate levels of oversight and governance.
