💡 Can a performance-based approach to the National and Regional Partnership Plans deliver results for all regions – or does it risk widening the gaps it's meant to close? Together with the ESPON Programme and ÖIR GmbH, the CoR has published the final report of the Territorial Impact Assessment workshop on the proposed Performance Framework Regulation. The findings raise important questions: proposed indicators risk distortions, including green and social washing, while the performance-based approach may widen territorial disparities without proper safeguards.
