How can the EU’s future budget performance framework better reflect territorial realities? This week, the CoR, together with the ESPON Programme and the ÖIR GmbH, hosted a Territorial Impact Assessment workshop on the Commission’s proposal for the post-2027 EU budget. Key message: simplification and harmonisation — yes. But not at the expense of multilevel governance, subsidiarity, and territorial cohesion. A credible system must adapt to regional diversity and ensure genuine local and regional ownership.
