On 4 July 2026, in Bangui, Lieutenant David Jesús Rosales stood at attention as the Director General of the Central African National Gendarmerie, Général de Corps d'Armée Landry Ulrich Depot, pinned on him the Medal of Officer of the National Order of Central African Recognition awarded by presidential decree, on behalf of the Minister of Interior and Public Security. Officer Rosales, a law degree and fluent in French, joined Guardia Civil in 2009. His first position Villajoyosa, crime prevention, then El Pedroso, as post commander and Guernica, as an officer. In February 2024 he arrived in Bangui as Strategic Advisor on Training with EUAM RCA, deployed through EUROGENDFOR. His job was not to train Central African gendarmes. It was to help them build a system that trains them, working side by side with the Directorate General and the Kolongo Gendarmerie School to analyse needs, design curricula, and above all strengthen the trainers themselves. Two and a half years later, courses exist in the Central African Republic that did not exist before: the Director of Investigation course and the Junior Officers' course, both designed from a blank page.
