Most agencies are failing because they're still running the same old-fashioned outreach scripts. So everyone goes looking for better scripts. New templates, AI to write them, that kind of thing. But that's still just tinkering with the outreach. And the outreach was never really what decides whether someone buys. You can have the best-written, best-timed message in the world. If the offer behind it isn't right for the person reading it, the answer is still no. That's why swapping old scripts for AI ones doesn't move much.
