Victorian Energy Upgrades: Industrial heat decarbonisation The Victorian Government has opened a public consultation on proposed updates to the Victorian Energy Upgrades (VEU) program, aimed at expanding and strengthening support for the decarbonisation of industrial heat. Industrial heat production represents a significant share of Victoria’s gas use, yet many industrial decarbonisation projects fall outside the scope of existing VEU activities. The proposed changes are intended to address this gap, creating pathways for a broader range of industrial heat projects to be recognised under the scheme. The consultation proposes new or expanded eligibility for: • Electric thermal energy storage (eTES) • Gas efficiency upgrades • Behind‑the‑meter biogas If implemented, these changes would allow more industrial sites and project types to participate in the VEU program. This would improve alignment between real‑world industrial processes and policy settings, while broadening access to incentives for emissions reduction.
