Two years after the #Draghi report, Institut Montaigne published a super interesting tracker on how many of the 567 recommendations have actually been implemented. #Innovation results the weakest of the five themes, with few measures fully delivered. Part of the reason is structural: the EU has mostly a supporting role on #research and #education policy, so real progress depends on national follow-through. #Governance, alongside funding, seems play a big role here. https://lnkd.in/dRZCpjZZ
