EPR fees finance collection, transport, sorting and recycling, and pay for information and prevention campaigns that keep materials in the loop. Countries with mature EPR systems already show stronger recycling rates: Belgium, the Netherlands and France reached high recycling percentages in the past, that are also thanks to focused EPR programs. Evolving EPR legislation also creates practical benefits for retailers: fairer competition due to broader enforcement and concrete levers to lower costs. Lighter packaging, monomaterials, recycled content or reusable formats can cut fees. Small design changes can often mean lower contribution rates and less waste.
