đŸ‡«đŸ‡· đŸ‡©đŸ‡Ș From Debate to Action: France and Germany Advance Europe’s Technological Sovereignty Agenda How can Europe turn technological sovereignty from a policy ambition into practical action? This question was at the heart of the second Franco-German High-Level Dialogue on European Technological Resilience and Sovereignty, hosted by the AI & Society Institute at ENS-PSL and Bertelsmann Stiftung in Paris. Bringing together ministers, business leaders, and researchers, the discussions focused on developing market-ready sovereign digital solutions and strengthening Franco-German leadership to scale impact across Europe. We extend our sincere thanks to all speakers and contributors for sharing their expertise, perspectives, and leadership throughout the dialogue, including: ‱ Anne Le HĂ©nanff, French Minister Delegate for Artificial Intelligence and Digital Affairs ‱ Karsten Wildberger, German Federal Minister for Digital Transformation and Government Modernisation ‱ Anne Bouverot, Co-chair of the French AI and Digital Council and Chair of the Board of ENS-PSL ‱ Daniela Schwarzer, Executive Board Member, Bertelsmann Stiftung ‱ Constance de Leusse, Executive Director, AI & Society Institute, ENS-PSL ‱ Martin Hullin, Director Digitalization and the Common Good, Bertelsmann Stiftung ‱ Sarah Dahmani (French Ministry of Economy and Finance / Bercy) and Philipp Ludewig (BMDS), representing the Franco-German Taskforce ‱ CĂ©line Colucci, Les InterconnectĂ©s ‱ David DjaĂŻz, IRN / Ascend Partners The message from the dialogue was clear: Europe does not lack ideas — it now needs implementation. Strengthening technological resilience will require common frameworks, practical solutions, and sustained Franco-German cooperation. Martin TisnĂ© Romain Pigenel Emmanuel Basset Laurent Daudet Hazan.
