Strategic Altitude: Aviation, Policy, and Leadership As Advanced Air Mobility continues to gain momentum, much of the public discussion remains focused on aircraft capabilities, battery technology, autonomy, and infrastructure development. While these elements are important, they are only part of a much larger conversation. As shared, the real challenge facing policymakers is not whether the technology will work. It is whether our governance structures, regulatory frameworks, funding mechanisms, workforce pipelines, and public institutions are prepared to support its implementation. Historically, transportation innovation succeeds when technology, policy, and public trust evolve together. When one advances significantly faster than the others, adoption slows and opportunities are often missed. For states/Commonwealths, the policy questions are becoming increasingly important: • How should AAM be incorporated into statewide transportation planning? • What role should state aviation agencies play in infrastructure development and operational oversight? • How do we balance innovation with safety, environmental stewardship, and community acceptance? • What workforce investments are needed today to support operations a decade from now? These are not simply aviation questions. They are economic development, workforce development, infrastructure, and public policy questions. As Virginia and other states/Commonwealths continue exploring the future of AAM, success will depend not only on technological innovation, but on the ability of public and private stakeholders to build policy frameworks that support long-term, scalable implementation. The future of flight will be shaped as much in boardrooms, legislative chambers, and planning offices as it will be in laboratories and manufacturing facilities.
