This is what the shift from policy to enforcement looks like in practice. California's SB 54 took effect May 1, 2026, covering more than 5,700 producers with non-compliance penalties of up to $50,000 per day. Oregon has moved into active enforcement, publicly listing non-compliant producers. The programs managing this well aren't scrambling to pull data together at deadline.
