Had I skipped one panel, I would have missed the uncomfortable part. Europe often works from a shared values baseline. The Indo-Pacific discussion reminded me that not all cooperation has that luxury. My Day One field notes from Riga StratCom Dialogue are about attribution, pragmatic cooperation, values, cognitive resilience and the question that stayed with me: what happens when we must disagree, but silence is cheaper?
