Most people I meet agree that CPARS is generally broken - GAO seems to support that. This system collects contractor performance data but keeps it isolated from other contract information, making it impossible to learn from past experience. In this brief article I attempt to demonstrate how predictive analytics could transform this unused data into acquisition insights. Using synthetic data, I show how contract features might predict performance outcomes... a method that needs testing with real CPARS information.
