"We spent the last years proving that autonomous vehicles can drive. The next decade is about proving that the service can operate." That is how Stefanie Berliner of Holo closed our conversation, and it might be the best one-line summary of where this industry stands. Notice what she did NOT say. Not better sensors. Not bigger models. Not more demos. Integration. Capabilities. Auditability. There is a structural reason the operator sits at the center of it: next to the vehicle's type approval, you always need an operating permit. The operator holds the safety case for the service. That is a fundamentally different roles split than in the US. It means Europe's robotaxi race will not only be won by whoever builds the best driver. It requires a mature operator class that can write it down, live it, prove it, and be audited on it. "It's not enough to have the right driving license anymore."
