DAI’s Douglas White, an expert in cybersecurity and critical infrastructure, has a chapter in the recent Center for European Policy Analysis (CEPA) publication, War Without End: Deterring Russia’s Shadow War. This study details what CEPA describes as a “sustained campaign of shadow warfare designed to degrade European security while remaining below the threshold that would trigger a military response”—a campaign that combines elements such as physical sabotage, cyberattacks, disinformation schemes, disruption of critical energy and aviation systems, and political harassment. Doug's chapter focuses on “The Digital Front,” drawing on his firsthand experience in Ukraine but covering the full range of cyber-kinetic attacks on Europe over 25 years to inform CEPA’s recommendations for European and allied policy makers. https://lnkd.in/e2EBW9rC
