Brazil has taken a massive step forward in strengthening climate action nationwide with the launch of Climate Plan, the country’s main planning tool to fight climate change through 2035. Developed with the participation of 25 ministries, it provides the framework for implementing Brazil’s Nationally Determined Contribution under the Paris Agreement, including the target to reduce emissions by 59–67% by 2035 and achieve climate neutrality by 2050. The plan is based on three key pillars: Mitigation, with a national strategy and eight sectoral plans; Adaptation, also with a national strategy and sixteen sectoral plans; and Cross-cutting Strategies for Climate Action. Its preparation began in September 2023. Brazil’s Climate Plan places people at the center of climate policy, guided by principles of climate justice, just transition, and sustainable development. It recognizes that climate impacts disproportionately affect vulnerable communities and prioritizes inclusive solutions that promote equity, human rights, and social protection. Another highlight is the broad participatory process behind the plan: around 24,000 people contributed through workshops, territorial assemblies, technical meetings, and other inputs.
