Europe’s industrial challenge is no longer about ambition. It is about execution. The diagnosis is clear. Energy costs, permitting timelines and investment uncertainty are no longer abstract policy issues. They determine whether projects move from paper to reality. Industrial transition does not fail on ambition, but on institutional uncertainty. When permitting pathways are indeterminate and timelines cannot be committed, the resulting policy framework remains non-investable. If Europe wants delivery, it must make projects buildable.
