If Europe wants real medicine security, it has to look beyond factories that only package the final product. For antibiotics, the biggest risk sits much earlier in the supply chain: in the active ingredients and key building blocks that make production in Europe possible in the first place. That is where our dependence on other countries is most exposed. And that is where policy needs to focus. The Critical Medicines Act (CMA) is an important step in the right direction, but the devil is in the detail. The implementation of the CMA should make two things "smarter": Tenders - Procurement should reward real supply chain resilience. Giving points to EU-based upstream production, instead of concentrating everything on a (single) lowest bidder. Strategic support and funding - Europe should support the parts of the medicines supply chain where it matters most: the production of critical ingredients. If we want more antibiotic ingredients to be made in Europe, EU producers need fair conditions to compete with non-EU players. Stockpiling - Preparedness should be based on where the actual shortages and vulnerabilities are. This means not just finished products, but also ingredients. Europe has the manufacturing base to get this right. The opportunity is here.
