In 2025, Kuwait set ambitious energy expansion plans, but institutional barriers have often slowed delivery on these goals. A new Middle East Energy Roundtable report from Rice University's Baker Institute for Public Policy, “How Institutional Barriers Shape Kuwait’s Energy Goals,” analyzes how governance, legal, and regulatory constraints affect Kuwait’s energy system and outlines practical reforms to unlock progress. Authored by Zalma Tohow, Ana Martín Gil, Jim Krane, and Kristian Ulrichsen, the report is especially relevant after recent amendments to the Kuwait Petroleum Corporation (KPC) law, described as a “qualitative leap” in oil sector governance, and high‑level engagement between KPC and ADNOC CEO Dr. Sultan Al‑Jaber on future cooperation.
