The U.S. Environmental Protection Agency (EPA) released a draft guidance memorandum on June 29, 2026, addressing potential approaches to reduce risks associated with perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS) in biosolids. The draft guidance discusses current biosolids management practices, summarizes state approaches to managing PFAS in biosolids, and provides recommendations for biosolids land application, public use of biosolids products, and wastewater treatment plant operations. The memorandum is intended for wastewater treatment plants, biosolids managers, landowners, farmers, state and Tribal agencies, and the public. EPA states that the document provides voluntary recommendations and does not establish new regulatory requirements or supersede existing federal, state, Tribal, or local requirements. EPA highlights source identification, industrial pretreatment, monitoring, and pollution prevention as strategies that may reduce PFAS loading to wastewater systems. The document also references considerations for land application, surface disposal, and incineration of biosolids and identifies potential federal funding programs that may support PFAS-related management efforts. The agency will accept public comments for 60 days following publication of the notice in the Federal Register and may consider those comments in future actions.
