Kioko doesn't wake up thinking about energy policy. He wakes up wondering whether today's fuel price will leave him anything after lunch. Every morning he buys petrol before earning a single shilling. Meanwhile... Above his head... The Machakos sun produces electricity nobody is buying. That is the strange part. The rider needs energy. The energy exists. The system connecting them does not. That's why I don't think Africa's next energy story is simply electrification. It's coordination.
