For European organisations, what was once seen primarily as an IT procurement decision is now a matter of strategic autonomy and economic security. Ilias Chantzos, Global Privacy Officer and Head of EMEA Government Affairs at Broadcom, says that Europe’s digital sovereignty must move beyond simple data localisation to include jurisdictional independence, and technological and operational control. The Cloud and AI Development Act (CAIDA) has the potential to become the legislative anchor for the EU’s cloud sovereignty agenda. By implementing a risk-based approach such as the one codified in the DIGIT framework, CAIDA could translate high-level ambition into the operational clarity required to make sovereignty a source of competitive strength for Europe, without sacrificing innovation or openness.
