AARTO rollout highlights a critical question: can the notification system be trusted? South Africa’s AARTO system is now active in 62 municipalities, with the South African Post Office responsible for the electronic distribution of legally served infringement notices through e-registered mail, SMS, and email. However, OUTA has raised concerns regarding operational readiness, proof of service, legal compliance, data accuracy, and the protection of motorists’ rights when notices are delivered electronically. According to the organisation, digital delivery may reduce reliance on the struggling physical postal network, but it does not resolve broader implementation challenges.
