A group broke a peace agreement and came back. The first time they made a deal, it was handled privately, but this time is different. Allah says to make peace between them 'with justice and maintain fairness': فَأَصْلِحُوا۟ بَيْنَهُمَا بِٱلْعَدْلِ وَأَقْسِطُوٓا۟ ۖ إِنَّ ٱللَّهَ يُحِبُّ ٱلْمُقْسِطِينَ (49:9) Notice the instruction changes because the situation has changed. When trust is broken, privacy is no longer an option. The peace has to be made publicly, where everyone can see exactly what's happening. This is where the two Arabic words become crucial; al-adl means justice that is visible and tangible, like standing before an open court where the entire community witnesses the judgment. It's not behind closed doors. Al-qist means you must strip away your personal biases and preferences to ensure you're genuinely fair, not just appearing to be. Why does Allah pair these two words together? Because justice requires both. You can have public visibility but still harbor hidden biases. You can be genuinely fair in your heart but conduct it all in secret, leaving people to wonder if they were treated fairly; neither one alone is enough. Public justice combined with inner integrity creates something powerful: it removes every excuse, every accusation and every reason for someone to suspect unfairness.
