Will my city still be livable in 15 years? 75% of people now feel personally vulnerable to climate change in their daily lives and their top concern is the destruction of infrastructure and homes by natural catastrophes (AXA Future Risks Report 2025). Yet only 12% of experts think public authorities are prepared, a figure falling year after year. That gap is where adaptation matters. In France, two-thirds of 36,000 municipalities are exposed to at least one natural hazard. Through “Ma Commune en Action”, AXA Prevention helps small and mid-sized cities build resilience with practical tools and e-learning. This is part of a target of 20,000 adaptation solutions by 2026.
