The FuelEU Maritime penalty is €2.400 per tonne of GHG intensity deficit. Read that again. Not a flat fine. Not a one-off charge. €2.400 multiplied by every tonne of fuel that pushed you above the threshold, across every voyage in EU waters, for the entire year. For a small vessel doing regular EEA rotations, the bill can reach six figures before anyone in the office has opened the regulation. And here is what makes it worse: unlike EU ETS, you cannot buy your way out after the fact. There are no FuelEU allowances to purchase in December when you realise the numbers don't work. The compliance year closes, the deficit is calculated, and the penalty is issued. That's it. I've seen owners confident they were covered. They weren't. Not because they ignored the regulation, but because nobody had run their actual numbers against the actual threshold with their actual fuel mix. That's the work I do.
