Every AI model depends on computing infrastructure capable of storing data, executing workloads, protecting sensitive information and ensuring operational continuity. If that infrastructure is not sovereign, neither is the intelligence it supports. For Europe, cloud computing is no longer simply a digital service. It is becoming strategic infrastructure. Healthcare, public administration, energy, defence, finance and industry increasingly rely on cloud environments to process mission-critical information. The question is no longer whether Europe should use the cloud. The question is which cloud architecture can guarantee sovereignty, resilience and trust over the coming decades. A Sovereign Cloud is defined not by geography, but by operational control. It enables European organisations to retain authority over data, AI models, digital identities, cybersecurity policies and critical operations. A resilient Sovereign Cloud should provide: • European governance of strategic digital assets. • Secure-by-design infrastructure. • Interoperability across cloud environments. • HPC integration for AI workloads. • Edge-to-cloud orchestration. • Continuous cyber resilience. • Compliance while preserving operational autonomy. Sovereign Cloud is not technological isolation. Europe's competitiveness depends on openness, interoperability and international cooperation. But openness without operational control creates strategic dependency. Initiatives such as GAIA-X, European Data Spaces, EuroHPC and AI Factories are building a computing ecosystem designed around sovereignty. Cloud infrastructure is becoming the operational backbone for Verifiable AI, Trusted Digital Identity and resilient public services. Without sovereign computing infrastructure, digital sovereignty remains an aspiration. The future of European AI will not be determined solely by the intelligence of its algorithms, but by the sovereignty of the infrastructure that sustains them.
