This weekend’s tragic shootings at Brown University and in Australia are sobering reminders that violence does not respect geography, policy, or assumptions of safety. At Brown, students and faculty faced an active shooter with no immediately available counter–active shooter equipment. In Australia, two police officers were struck while responding to protect civilians — a reality every first responder understands all too well. My thoughts are with the victims, their families, and the officers who stepped forward without hesitation. These events reinforce a belief I hold deeply: preparedness must exist before the first call goes out. That belief is the foundation of what we call the New Shield Theory: • One compact, rifle-rated shield in every patrol vehicle • Angel Boxes strategically placed in schools, hospitals, and sports arenas An Angel Box is a secured, rapidly accessible cabinet containing life-saving equipment — typically a compact ballistic shield, a trauma kit with tourniquets and bleed-control supplies, a warning or distraction device, and basic emergency tools. Its purpose is simple: reduce vulnerability and buy time until law enforcement arrives in force. This is not a political position. It is a practical one.
