Yesterday, Project SkyPower submitted a formal response to the European Commission's call for input on the EU Aviation and Aeronautics Strategy. As a proud member of the coalition, here is why this matters. Europe's e-SAF market is at a crossroads. The pipeline is there. The mandate is there. What's missing is action, and the window to act is now. Europe holds around 60% of announced global e-SAF capacity. There are 6 to 10 projects that could reach FID in time for the 2030/31 ReFuelEU sub-mandate, placing Europe in a very strong position. And yet, fuel suppliers are not signing offtake agreements, projects are not reaching FID, and the market is frozen. This is not a pipeline problem; it is a confidence problem. First movers are being asked to absorb all the risk with none of the commercial advantage. Until that changes, fuel will not flow. To unlock the first wave of offtake agreements and keep confidence in ReFuelEU intact, five things need to happen: 🔒 Protect regulatory certainty: No backsliding on ReFuelEU. Shifting mandates now will weaken investor confidence and stall FID. 💰 De-risk the first movers: Target public support to make the first 2 to 5 projects bankable. This means executing the Early Movers Coalition pilot auctions and reforming SAF Allowances for long-term agreements. 🤝 Share the burden: The financial risk cannot fall solely on airlines and eSAF SMEs. Fuel suppliers, refineries, and defense must share ownership under an integrated European industrial policy. ⚖️ Level the playing field: Reinvest ETS revenues into decarbonization, monitor pricing behavior, and protect airlines from being penalized for supply failures out of their control. 🏗️ Build the market infrastructure: Transition from early pilots to a liquid market by establishing funded auction mechanisms, a functional Book and Claim system, and stable rules that give industry the long-term visibility it needs.
