ALLRAIL strongly supports AERRLโ€™s call below for Europe's privately owned rail sector to be given a formal role. Operators and lessors own and manage modern, interoperable locomotives and wagons that could be essential for rapid cross-border mobilisation. Military mobility cannot be planned solely around state-owned incumbent railways and closed bilateral arrangements. The EU must mobilise the capabilities of its entire rail marketโ€”including private passenger and freight operators, rolling-stock lessors and other asset owners. This means: -> Open, transparent and non-discriminatory access to defence-related contracts and framework agreements. It must be included from the outset - not approached only once decisions have already been taken.
