ALLRAIL strongly supports AERRLโs call below for Europe's privately owned rail sector to be given a formal role. Operators and lessors own and manage modern, interoperable locomotives and wagons that could be essential for rapid cross-border mobilisation. Military mobility cannot be planned solely around state-owned incumbent railways and closed bilateral arrangements. The EU must mobilise the capabilities of its entire rail marketโincluding private passenger and freight operators, rolling-stock lessors and other asset owners. This means: -> Open, transparent and non-discriminatory access to defence-related contracts and framework agreements. ๐๐๐ฟ๐ผ๐ฝ๐ฒโ๐ ๐ฐ๐ผ๐บ๐ฝ๐ฒ๐๐ถ๐๐ถ๐๐ฒ ๐ฟ๐ฎ๐ถ๐น ๐บ๐ฎ๐ฟ๐ธ๐ฒ๐ ๐ถ๐ ๐ฎ ๐๐๐ฟ๐ฎ๐๐ฒ๐ด๐ถ๐ฐ ๐ฎ๐๐๐ฒ๐.ย It must be included from the outset - not approached only once decisions have already been taken.
