ALLRAIL supports ntegration between rail, buses and ticketing. But these objectives do not require public ownership. They can be delivered through competitively tendered concessions with strong public specification and accountability - as has been demonstrated in city regions such as Prague. Today's Merseyrail concession in the Liverpool region oif the UK already shows what competitive delivery can achieve: • Around šŸÆšŸ¬ š—ŗš—¶š—¹š—¹š—¶š—¼š—» š—½š—®š˜€š˜€š—²š—»š—“š—²š—æ š—·š—¼š˜‚š—æš—»š—²š˜†š˜€ each year. • High levels of customer satisfaction. • A modern fleet of šŸ±šŸÆ š—»š—²š˜„ š—–š—¹š—®š˜€š˜€ šŸ³šŸ³šŸ³ š˜š—æš—®š—¶š—»š˜€. • Around šŸ²šŸ¬šŸ¬ š˜š—æš—®š—¶š—» š˜€š—²š—æš˜ƒš—¶š—°š—²š˜€ š—²š˜ƒš—²š—æš˜† š—±š—®š˜† across one of the UK's most successful urban rail networks. Now there has been a decision to bring Merseyrail into public ownership. It also is justified by the myth that it will allow more money to be "š˜³š˜¦š˜Ŗš˜Æš˜·š˜¦š˜“š˜µš˜¦š˜„ š˜£š˜¢š˜¤š˜¬ š˜Ŗš˜Æš˜µš˜° š˜µš˜©š˜¦ š˜³š˜¢š˜Ŗš˜­š˜øš˜¢š˜ŗ". However, there is š—»š—¼ š—“š˜‚š—®š—æš—®š—»š˜š—²š—² š˜š—µš—®š˜ š—®š—»š˜† š—¼š—½š—²š—æš—®š˜š—¶š—»š—“ š˜€š˜‚š—æš—½š—¹š˜‚š˜€ š˜„š—¶š—¹š—¹ š—²š˜…š—¶š˜€š˜ once the public sector assumes all operating risks, financing costs and liabilities. Public ownership does not eliminate costs - it transfers them. When revenues fall short or costs increase, š˜š—µš—² š—±š—¶š—³š—³š—²š—æš—²š—»š—°š—² š—¶š˜€ š—ŗš—²š˜ š—Æš˜† š˜š—®š˜…š—½š—®š˜†š—²š—æš˜€. The assumption that removing private operators automatically creates additional funding for lower fares or greater investment has not been demonstrated. Similar to the proposals for Great British Railways, the published Merseyrail plans do not provide a completed business case showing lower long-term costs, reduced subsidies, cheaper fares or higher investment. Instead, they leave important questions unanswered about transition costs, future taxpayer subsidy requirements and value for money. The debate should therefore focus on evidence, not ownership.
