𝗧𝗵𝗮𝗶𝗹𝗮𝗻𝗱 𝗶𝘀 𝘁𝗮𝗸𝗶𝗻𝗴 𝗮𝗻 𝗶𝗻𝘁𝗲𝗿𝗲𝘀𝘁𝗶𝗻𝗴 𝘀𝘁𝗲𝗽 𝗶𝗻 𝗿𝗮𝗶𝗹 𝗿𝗲𝗳𝗼𝗿𝗺: After major investment in new and upgraded infrastructure, the challenge is increasingly how to make the best use of that capacity when the incumbent operator cannot alone provide all the rolling stock and services that passengers and freight customers may demand. -> 𝗧𝗵𝗲 𝗻𝗲𝘄 𝗥𝗮𝗶𝗹 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁 𝗔𝗰𝘁 𝗼𝗽𝗲𝗻𝘀 𝘁𝗵𝗲 𝗱𝗼𝗼𝗿 𝘁𝗼 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗼𝗽𝗲𝗿𝗮𝘁𝗼𝗿𝘀 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗻𝗴 𝘁𝗵𝗲 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗿𝗮𝗶𝗹 𝗻𝗲𝘁𝘄𝗼𝗿𝗸 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝘁𝗿𝗮𝗰𝗸 𝗮𝗰𝗰𝗲𝘀𝘀 𝗮𝗿𝗿𝗮𝗻𝗴𝗲𝗺𝗲𝗻𝘁𝘀, 𝗮𝗹𝗹𝗼𝘄𝗶𝗻𝗴 𝗻𝗲𝘄 𝗽𝗮𝘀𝘀𝗲𝗻𝗴𝗲𝗿, 𝘁𝗼𝘂𝗿𝗶𝘀𝗺 𝗮𝗻𝗱 𝗳𝗿𝗲𝗶𝗴𝗵𝘁 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝘁𝗼 𝗲𝗺𝗲𝗿𝗴𝗲 𝗮𝗹𝗼𝗻𝗴𝘀𝗶𝗱𝗲 𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀. -> Thailand has now published its first Network Statement and Track Access Charges, creating a framework for transparent access to the network. 𝗧𝗵𝗶𝘀 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵 𝘄𝗶𝗹𝗹 𝗯𝗲 𝗳𝗮𝗺𝗶𝗹𝗶𝗮𝗿 𝘁𝗼 𝗺𝗮𝗻𝘆 𝗶𝗻 𝘁𝗵𝗲 𝗘𝗨: public investment in infrastructure combined with private investment in rolling stock, innovation and services. With neighbouring countries such as China pursuing different models - from integrated operations to PPP structures - Thailand may become an important case study for how liberalisation can help maximise the value of public rail investment while improving choice for passengers and freight customers.
