On 26 May, we held a roundtable on “The New 15th Five-Year Plan Cycle: New Global Expansion, New Partnerships, New Opportunities — Shanghai-Singapore Roundtable for a Shared Future” in Lujiazui, Shanghai. We are honoured to have hosted the event with support from the Singapore Economic Development Board (EDB), Lujiazui Financial City Development Bureau of Shanghai, and Shanghai Pudong Service Center for Overseas Investment. The roundtable was attended by Minister Edwin Tong SC, Minister for Law and Second Minister for Home Affairs of Singapore; Zhou Haidong, Member of the Party Group and Deputy Director of Lujiazui Administration Bureau of China (Shanghai) Pilot Free Trade Zone; Tan Chee King, Consul General of Singapore in Shanghai; and representatives from Singapore International Arbitration Centre, Singapore International Mediation Centre (SIMC), and Singapore Chamber of Commerce and Industry in China (SingCham) 中国新加坡商会. The event was moderated by our Partner Yanyi Kang 江妍仪.   Zhou Haidong delivered the opening remarks where he introduced Lujiazui’s developmental strengths and industrial features and reviewed the profound cultural and economic ties between Shanghai and Singapore. A fireside chat session was moderated by William Chang, Senior Vice President of Sembcorp and Chairman of SingCham Shanghai, who engaged in a conversation with Minister Edwin Tong SC. Minister Tong shared about his career in the legal sector, elaborated on Singapore’s maturing legal system and governance framework, commitment to market openness, and close collaboration with China. Following the dialogue, Jacklyn Z., Regional Director of the Singapore EDB Greater China, delivered a keynote speech which outlined Singapore’s policy advantages in driving industrial development, supporting businesses set ups and connecting to regional markets. A panel discussion titled “Singapore as a Gateway to Southeast Asia: Investment, Overseas Structuring, Compliance and Dispute Resolution” also took place, moderated by 杨凯章Yong Kai Chang, Managing Partner of Allen & Gledhill China. Panellists included David Chang, Executive Director of DBS China; Hsiu Hau Oh, Managing Partner of Allen & Gledhill Vietnam; Ong William, Partner and Co-Head of Litigation & Dispute Resolution at Allen & Gledhill; Oene Marseille, Foreign Counsel at AGI Legal, our associate firm in Indonesia; and Desmond Liew Zhi Hong, Partner at Rahmat Lim & Partners, our associate firm in Malaysia. The speakers shared practical experience on common legal structures, investment approaches, compliance risks and dispute resolution mechanisms for Chinese enterprises operating in Singapore, Indonesia, Vietnam and Malaysia.
