Algeria has a new career pathway that did not exist five years ago: vocational graduate to tech founder — without a university degree, personal network, or private capital. The business incubator embedded in INFEP's Centre of Excellence in Digital Economy at Sidi Abdallah creates a direct institutional pathway from vocational credential to funded startup. Entry is tied to a technical credential rather than a business plan. Coaching is designed for first-time founders with technical but not commercial backgrounds. The location puts participants inside Algeria's Cyber Park cluster — surrounded by tech companies, government digital agencies, and CERIST researchers. The 12-week AI training programme running in parallel adds a meaningful differentiator. Vocational graduates who complete the sprint before applying can pitch AI-enabled product ideas — computer vision, NLP APIs, automation workflows — rather than commodity web projects. The sequencing is not formally mandated but practically advantageous: AI-augmented products at pre-seed stage attract more investor attention than standard software projects. Four actionable steps for vocational graduates. First: apply with a problem statement and a working prototype, not a polished pitch deck — the selection committee provides commercial coaching but not technical depth. Second: complete the 12-week AI programme before the incubator application. Third: register a SARL or EURL early in the incubation period to preserve access to ANADE (starting at 1M DZD) and ANSEJ financing windows. Fourth: treat the Sidi Abdallah location as a network — early customer interviews with neighbouring companies accelerate product-market fit discovery. European Training Foundation research on cluster-embedded programmes finds 2.4x higher business survival rates at 24 months versus standalone incubators. The infrastructure at Sidi Abdallah exists. The limiting factor is awareness: too few vocational graduates know this pathway is available.
