When russian troops rolled into Melitopol in March 2022, they expected local officials to fall in line. Mayor Ivan Fedorov didn’t. Within days of refusing to collaborate, armed men put a bag over his head, dragged him out of a crisis center, and disappeared him into an occupied jail. For six days, his city functioned without its elected mayor while Moscow installed a puppet administrator in his place. Fedorov sat in a cell, unsure whether he’d see daylight again, until Kyiv traded nine captured russian conscripts to get him back. He walked out of captivity not to retirement, but to a round of meetings in European capitals, lobbying for his occupied city. Two years later, Zelensky didn’t just thank him, he handed him more weight. Fedorov was appointed head of the Zaporizhzhia Regional State Administration, responsible for an entire embattled region that includes the nuclear plant and front‑line communities. The russians had tried to erase a mayor. Ukraine turned him into a regional governor.
