Are Namibia's SOE boards planning for the future, or merely reacting to crises? The appointment of another acting CEO at Telecom Namibia is not an isolated event. Similar leadership transitions have occurred at NHE, NIP, Namdia, Namcor, Meatco and other state-owned enterprises. Acting leadership should be the exception, not the governance model. Despite modern governance legislation and Germany's support in strengthening SOE governance, recurring interim appointments raise an important question: Are boards fulfilling their fiduciary duty to develop and prepare future leaders?
