Reposting this article by Patricia (Blakney) Huntsman, because it captures a delivery model that’s becoming critical for councils and cultural institutions facing capital constraints. What stands out to me in this is the capital stack, not just the building: a purpose‑led developer backed by institutional capital, a university partner, student accommodation and commercial uses, philanthropy and council all aligned around renewing a cultural anchor. That’s a very different model to “Government builds gallery”, and it’s exactly the kind of social impact development partnership many regional councils will need if they want their cultural and civic projects to be feasible.
