Appeal for Uniform Implementation of UGC Regulations on Recognizing Full-time Ph.D. as Teaching Experience The University Grants Commission (UGC) has clarified that the period of active service spent pursuing a Full-time Ph.D., without availing any kind of leave, may be counted as teaching experience for the purpose of direct recruitment and promotion to the post of Associate Professor and above. This clarification was issued by the UGC in its communication dated 1 March 2016. This is a significant recognition of the dedication and academic contribution of research scholars who continue to serve while pursuing their doctoral research. A Ph.D. is not merely a degree—it is a period of intensive teaching, research, publication, supervision, innovation, and academic growth. In the interest of fairness, transparency, and uniform implementation of national academic standards, all Private Universities and Higher Education Institutions (HEIs) are requested to strictly follow the UGC regulations and clarifications in both letter and spirit.
