Andy Burnham's vision for devolution raises an interesting question for the Development Consent Order regime.   Greater regional influence could strengthen democratic legitimacy, but it could also make nationally significant infrastructure more complicated to deliver where local and national priorities diverge.   In this article, I explore how the balance between devolution and consenting nationally significant schemes might (d)evolve over the coming decade.   Want to discuss further?
