Rural communities are central to the nation’s response to the substance use crisis. The Administration’s Great American Recovery Initiative underscores the need for clear evidence, strong local capacity, and accountability in how federal investments support prevention, treatment, and recovery. At Abt, we support HRSA’s Rural Communities Opioid Response Program (RCORP) by working with our partner CVP (Customer Value Partners) to evaluate what works in rural settings, strengthen data quality across grants, and help translate results into targeted support for communities.
